Possible EGPU connector Mod?

So I was digging around, and found a nifty looking cable.

It is a cable with a seemingly small connector that allows the bridging of PCI-E x 16 signals. Could it be possible to say, transfer a standard PCI-E connector on an ITX motherboard, into a port on the back of the IO shield using a similar female port? The ability to hook up a true EGPU externally from the computer is very interesting to me, bypassing any throttling that may occur using a x4 connection, or even thunderbolt.

The problem with the ADORAMA card would be the proprietary interface (which is also for some reason TB3, or PCIe 4x). If you could somehow hack that, then you would be OK... There's also the fact that it may not support PCIe 3.0 without modding. I wish that Intel would allow us to combine TB3 signals and allow TB3 on AMD...
