Confirming the card will fit on air cooling, I would check with @remiscs or EKWB themselves for recommendations on water blocks.

Could I also make a custom order for 1x side panel to have vent holes on the whole side panel for the Cerberus X? Current available order only allows for vent holes on half of the side panel.
Measurements shows that it can fit a fan in the unused space between the Side Panel and the GPU. I can use the vent holes themselves as mounting holes. This allows for better GPU cooling.

Basically if your aorus GTX1080ti is this one :if it's from the bottom of the PCIe teeth to the absolute top of the card, it should fit inside I think
is it the AORUS Waterforce GPU? that's default height on the GPU side, but if (on the tiny chance) the inlet block part is interfering you miiiiight be able to change just that part (might want to check though)

Anyone know if the Enermax coolers ever got fixed? I’m floatin’ ideas around a Threadripper build.
don't get Gen 1. Gen 2 may have issues with the fans themselves (at least the few on newegg seems to be bringing that up), so unless you'd want to RMA the entire set when it actually happens or if you already have other fans you'd be using...

okay for "normal" boards, you miiiiiight be able to squeeze a CEB board in if it's shorter in width than 329mm. definitely check ATX motherboard mounting points since the far end is usually different
Also you'd lose the SSD mounting points and maybe even the front PSU mounting point (since it might interfere with any ATX 24-pin under it

@KSliger I hate to be the specs police, but by god it still annoys me every time I see it: the volume for both the Cerberus and Cerberus X as listed on your site are less than they should be.
Cerberus:
The dimensions given for the Cerberus result in a volume of 19.6L, rather than the 18.725L listed.
Cerberus X:
For the Cerberus X, the first set of dimensions comes to 23.4L. The second set does result in the listed volume of 19.4L, but IMO it's quite misleading to use the inside volume, as no one else measures it this way. It's pretty clear also that this excludes the front panel, which itself encloses some space that should be counted. As a point of comparison, if I measured the M1 the same way it would only be 11.4L, rather than 12.6L (though this excludes the feet and non-enclosing panel extensions, which I think is a fair way to measure).
@Necere I agree, internal volume is just 'cheating'/ misleading. I'm also a fan of measurements declared excluding what they exclude. If someone is selling a case with a volume measurement excluding feet, declare itIIRC Bitfenix tried to market "Internal Volume" when they launched the Prodigy.
