1. Does the S4Mini include the Skybracket & Skybracket duo or do we need to order them separately?
4. I have 2 Motherboards in mind Asrock z370 mini itx (non fatality) & Gigabyte. Which would be better, as I have no plans to overclock but undervolt, if needed.?
5. Just for info, Is 8700 really needed or can I get away with i5-8400 if my primary use is 3D cad (NX) & occasional gaming? (1440p @ 30/60fps)?

I've answered some of your questions that I'm able to. Others will be better suited than me for those.
1. Yes, you get 1x sky bracket and 1x sky bracket duo out the box. You can order extras separately.
4. I've never dealt with a Gigabyte board but my ASRock Z170 has held up well with overclocking, underclocking and undervolting at various points in its life. Solid board and I believe the Z270 and Z370 boards are very similar to my one.
5. I use NX myself and I'm using an i5 6600k, for small assemblies it's held up really well. Fast loading, fast model switching and manipulation, switching between modelling and drafting is fast too. Never tried anything above maybe 30 component assembly. I never render within NX but obviously the better your cpu the faster it will render. I've been using a GTX 1080 but I imagine the 1060 would have been fine in my use case.
For gaming an i5 is all you'll ever need, especially sub 100 fps and I hear the 1060 is a solid 1080p card. You should be able to push 1440p out of it with some settings tweaks.
