Yes I still lower the power targets for both the GPU and CPU, however I raised the clock speed to 3.4 Ghz on the CPU without the boost to 4.0 Ghz. I changed the PSU set up because I find the 160XT more reliable for my uses. I haven't benchmarked the system with Prime 95 and Furmark to test the power consumption at a full system load, it may stay under 160 watts. I'm not sure yet, but if and when I test it, I will post the results.
