Maybe without a GPU, but not sure what the point is.
Without GPU is what I meant ( I am not building this machine with gaming in mind ). I have 8700k cpu which I have already tested on itx motherboard with Noctua L9i. Even in the open air peripherals ( M.2, Ethernet) are running really hot ( in cpu stock settings ) . If I could fit an AIO cooler I would not have to worry about that. I also believe 120MM AIO cooler would perform slightly better.

With an AIO you'd cool the CPU better (in theory) but in practice the motherboard's VRMs and M.2 SSD will not get much airflow which the fan on a regular CPU heatsink cooler normally would provide. If you go the AIO route, be sure to check if you can still fit a fan over the motherboard to cool those components.

The M.2 could possibly be cooled by using an aftermarket heatsink because most PCIe M.2 SSDs get hot because of the controller's power consumption.

Most 1Gbit ethernet controllers don't need any cooling except older ones (used more power) or quad-port ones. I'm expecting you're observing it is hot by touching the controller ? I shouldn't worry about that.

I have dual 1G Ethernet which I have configured to run in teaming mode ( for throughput ) . Yes even dual lan adapters can be passively cooled such as this one https://www.amazon.com/gp/product/B00G0LVSTA/?tag=theminutiae-20. But if your cpu cooler is blowing hot air over it, it will throttle ( under heavy load ).

AIO seems like a pretty neat idea, it will keep cpu cool ( better than Noctua L9i ) without blowing hot air over the peripherals. The ideal setup would be to install 120mm AIO and install slim 120mm fan over motherboard. it would solve all potential thermal issues. This setup will also allow me to place s4m in a vertical position ( blocking the bottom vents ).

MASTERLIQUID LITE 120 waterblock height (42.2mm) would make it impossible to mount 12mm fan over motherboard it seems.

I'm sure they give him updates or something atleast lol

I am sure all of us that ordered will get an update but most likely when it ships. I emailed SFFLAB and it sounds like they are waiting on the pci riser but everything else is on track.

So, while I'm waiting for the ASUS ROG Strix B350-I Gaming motherboard to come out in the US, I thought I would take another look at my graphics card choices. The reason I'm revisiting this is because when I first made my build, it was an Intel coffee lake build. Now that I have switched to an AMD Ryzen 5 build, I want the best 2K gaming experience possible without breaking my wallet.

From the reviews I've seen, it has been shown to have better performance if you have both an AMD processor and an AMD graphics card. The problem is, that I'm having trouble finding a 2K graphics card that can run at max settings(still running @2K) that will fit inside the S4M. Also, I don't want to pay more than the current price point that I'm planning on paying for the Zotac GeForce GTX 1070TI Mini @ $449.

If you need a game reference choice, I will be at least running Doom with this setup.

Any suggestions?

I mean the answer is pretty simple...the most powerful ITX AMD card is the R9 Nano, but it is absolutely impractical and sits somewhere between a 1060 and a normal 1070, so it's not viable for you.

The second most powerful ITX AMD card is the Sapphire Pulse 570. Decent card but runs pretty hot and as far as performance is concerned sits around the 1060...but even as an AMD/Sapphire fan I would choose the 1060 for better thermals.

The only reason I would consider an AMD GPU for an ITX build would be if I had a really nice FreeSync monitor. The only reason I would consider an AMD GPU for ATX is if I could find some 390s for cheap and crossfire them.

AMD is letting its fans (i.e. ME) down big time.

I begged Sapphire to consider making a smaller 570 Nitro under 8", because then you could at least have a really nice cooler and fans, and the 570 is a nice performance bracket. Its just their dumb pulse card runs way too hot for that budget heatsink they use. Really dumb. Keep in mind this is coming from someone who owns like six Sapphire T shirts and hats and wears them in public.

My 5c.

The reason they have not been on my recommended list (besides me not putting them through their paces) is they were available at an awkward time. They are 12v, which means your only real choice for the MINI was a very modded Pico 160XT, which was not an easy solution to recommend for my customers.

Now we have some really great 12v options available to us with proper connectors, so these are relevant again. I would be down for trying one of these with G-Unique's DC-DC unit. Although not certified and use at your own risk, I would prefer his own modded Dell bricks because of how tiny they are, although they can run blisteringly hot. It's fine for my environment, but if you don't have a clear surface than can take 72C of surface heat then you could look into one of these behemoths.

Peace

that link isn't from the app, but i'm posting from mobile and i can't seem to get a reliable ali link to the product page that isn't a mobile link. i'll try to get one when i get back to a desktop. just for posterity, it's a 24v version of Pengchu's 500w ac/dc power brick.
