You're correct but I think the lack of AMD announcing anything any time soon will be the factor here why they are starting with the 2080 Ti.

The founders edition cards are usually more expensive. Cards from AIBs will probably start at the lower prices
That is not really true in practice. See 10 series launch. AIB cards were the same price.
