Yeah, I get that. But thats what those vertical brackets are for. The bracket mounts on the traditional slots so you can vertical mount your gpu. It's in your answer - the imperative word is option. Even if the user think they just might, that's a good enough reason to include it for the mass. Most case manufacturers don't give a hoot about a few extra litres of volume cause the majority of PC builders don't either. They want features and options, period, and not necessarily the most features and options for 4/5/7/10/20L volume like SFF enthusiats do LOLYeah, I get that.
