https://hdplex.com/pub/media/image/Product/400WATXLPSU/installation/12.jpg eyeballing this, it seems like a rather shallow ATX case ... would anyone know which one it is? I know the PSU is a hdplex one that's not the question...

Yesterday I found a <20L ATX case https://www.advantech.com/products/1-2jkemv/ipc-7120/mod_5cc7223e-b2f1-4acf-87de-87a785fe460a it uses a flex ATX PSU to get there. The drive bays are removable and then you can fit pretty big tower coolers in there. Alas, it's stupid expensive. And yes, I am aware of the Cerberus X, doesn't stop me from hunting for moar compact ATX cases.

It honestly look like any generic budget ATX case. Using the power supply as a reference which is 320 mm long, the case looks a fair bit longer.

Can't say anything about the first question,

but I've owned cases from GMC in The past. Corona and toast. Atx, but VERY shallow. They are old and EOL, but are barebonea copied by hundreds of companies. Their layout is probably still around.

Now I think of Riotoro cr1080 and thermaltake core G3 on the non-gourmet scenario. If you're still looking for other options.

You know, if this would be Reddit you'd have gold by now. https://www.ebay.ca/itm/Brand-New-GMC-R3-Corona-ATX-Black-Case-ATX-5-25-3-5-Front-USB-/131960448513 https://www.ebay.com/itm/Brand-New-GMC-R2-Toast-ATX-Case-BLACK-/131960446862 both are readily available , five of them each, right here in Canada already, around CAD 100 shipped which is not too bad. This video shows how shallow they are (I embedded it with the right start time so just click start to see):
But at the same time, the Jonsbo U4 is also 100 CAD on Canadian Amazon.... tough choice.

I'm (un-) dating my experience here, but that was a blast from the bast. I built my first PC in a GMC Toast. I guess I always had a thing for space efficiency.

TERRIBLE for airflow (not that I helped, thing was a rat's nest). Basically no ventilation on it.

Well, I am now eyeing that Jonsbo U4 hungrily now that I accidentally stumbled on it... thanks for the warning.
