They aren't that much weaker than the 25mm versions. Granted they spin much faster, but the silent design should keep sound down.

Can anybody think of top down cpu heatsink that would fit in some itx case, by gaining this 1CM of free space?

Well, colors aside, anyone can recognize a noctua fan, so it's like a statement more so than aesthetic.

Blade design looks airflow rather than pressure optimized - and the specs seem to bear that out - but at least it's something.

It does rather look like well used impeller from a sewage works.........not my choice of colour at all.

Would 2x of the slim fans be better on a radiator for push-pull configuration? Or is it better to keep a single 25mm one?

2x slim is 5mil more than 1x regular. It would be louder, but much more powerful airflow wise. I cannot say how much better it is at cooling due to diminishing returns.

It depends. For most radiators, you want a fan which is pressure-optimized, like the ones meant for heatsinks. Most casefans are airflow-optimized. These slim fans seem to be airflow-optimized, as @Necere already mentioned. Because seemingly making slim pressure-optimized fans isn't that easy.

So with these I would guess two slim fans won't be better than for instance the NF-F12, which is a pressure-optimized fan.
