high performance mode w10(strange behaviour?)

So i just finished with instaling w10 pro.(first time using it as i come from a vista workstation hehe).I just change the power settings to high perfomance mode. In task manager i see a cpu usage of 0-1% idling but at 4.66ghz??(its a 8700k cpu)

So i went to see what is going on in HWiNFO64 and i see that all cores are at 4.7ghz?Idling?
Themps are fine(28ºC )
Is this normal?

Sounds like your motherboard might have multi-core enhancement turned on as default, which does not let your cores sleep if they're not busy.

Go to "Power Plans" in WIndows, go to "change power plan options" and then find the CPU/Processor settings. Adjust minimum to 5% and max to 100%

Well,if i set the minimum processor state to 5 or 0 is still the same.I did notice that if change the power plan to balanced things are more calm.

I can see in my current tab in the HWiNFO64 that all cores are at 4.7?? But than in the cpu package i have a current temp of 27ºC and my cpu utilization is at 0-1%.

Is this a bug/normal, or shoud i continue to investigate this?

Will go and search wher the hell is the multicore enhancement in the bios.

Well then go into BIOS and disable MCE too (with the settings I suggested your 8700k should sit at 800MHz on idle and only max out when needed)

Well just disabled mce and gave it a minimum processor state to 5 but still the same.I suspect its a bug or something that probably is the way it is,but just looks like that?

Common sence tells me that if all 6 cores were runing at 4.7 ghz i woudnt be having a idle temp of 25ºC(shoud be 60ºC +) right?
The cooler is a nh-d15s with 2 fans.
