Discussion bmax 4k lag

Hello

I bought a mini pc Bmax Maxmini B5 to replace my old Minix Android HTPC
Specs are

Windows 10 Pro
Intel® Core™ i5 5250U
Intel® HD Graphics 6000
8GB Memory and 256GB SSD
HDMI 2.0 / MiniDP / Type-C Video Output Ports
USB 3.0×2、USB 2.0×2

I upgraded OS to latest Windows 10 version and all seems to work ok .

However I am having big lag issues to play some 4K video HEVC x265 video such as the movie below

I tried various Windows players , VLC works better than others but it lags too .
I have seen that while the movie is playing CPU goes to 100% while VGA HD Graphics 6000 goes to about 50/60% .

Can you recommend something to run these 4K movies without lags ?
How to use HD Graphics 6000 at its maximum (100%) and use less cpu ?
If I switch from Windows to some OS Linux distro could I solve the lag problem ? Linux Mint , Ubuntu ?
