Which of these GPUS
Is Good, no heat issues and quiet operation
recommend for me 1 from Super and 1 from Ti Please

Of the ones you listed the Windforce cards would probably be the best coolers followed by the EVGA cards. There are larger cards that fit in the NCase M1 and have even better coolers (the Asus 2080 ti Strix comes to mind) but stay waway from a blower card if you want quiet.

whats could be wrong with the oc edition
and a lot suggested the founder edition also but it is more expensive

what would you pick for the perfect quiet and performance ???
