Stack solder a 100K resistor on top of the existing component at the indicated position to reduce the under-voltage threshold, making it compatible with a voltage range of 12-19V.
No need to remove the component.
This will lower the fan power supply to 11V, slightly reducing the fan speed at full load. There are no other negative effects, and it can slightly reduce VRM heat generation.

Holy moly, you actually did it! I remember trying to do this a little over a year ago and getting nowhere after realizing the ncp81530 had no public documentation. I'm super curious to hear how you managed to pull this off!

did you just probe every smd resistor around the chip? how did you know which one determined the UV threshold???
