The same and yet different. Intel Core i5-12400 duel (H0 vs. C0) - HWCooling.net
Core i5-12400 SRL5Y and SRL4VWe have a shocking revelation! And now, seriously. Different Core i5-12400 processor steppings differ not only in S-Spec code, but also in behavior in practice. Some of the expectations were confirmed, some were not. More importantly, you can choose the more suitable...

So apparently the 12400 Alder Lake processors which come from binning are noticeably different from the ones which were specifically designed to be that lower-end chip, which produces interesting performance differences.
The C0 stepping indicates it was a low bin (the underside of the package looks physically different) and has up to 15 watts higher idle draw than H0 stepping.
Whereas the H0 is 42%(!) more efficient at idle but is a little harder to cool because no wasted space from defective areas.
Performance and power draw under load is very similar on both though.
It would be useful to know which other alder lake processors have a similar issue
