Power Supply Velka 3 and enp770

Just started building this today. Tested the mobo with my old PSU and it booted up fine. With the enp it won't boot. Any ideas? Am I missing something? I feel like the enp is just not getting power

No boot at all? No motherboard debug lights? No fans spinning?
