So I am planning to get a 6800XT for my rig, currently using a 1660Ti, my rig is powered by an Enhance 7660 PSU, so my question is, is it possible to run a 6800Xt with this PSU?

Depends on your CPU and if you have many harddrives, fans and such. If the PSU is platinum rated then it could handle it.

Using a 3600 with a 2TB Nvme, a 120mm AIO and another 80mm fan, also the 7660B is platinum rated yes, but the reason I asked is cuz there is only one 6+2 cable coming out of the PSU with another 6+2 plug on the same cable, so is that okay?

Could try this 700w 7760B PSU, if you can order it. Got people running it with a 9600KF + 3070 / 3900X+2060+64GB ram+2xSN750s.

If you are going to swap out the stock fan for a Noctua A4x20, for silence, a safe limit would be -100W from its max. As it doesn't blow too much air.
