Question about purchasing on AliExpress

This may seem a bit off topic, but I have a question because I tried to purchase a Z4 ATX 200 watt PSU. I purchased it yesterday, however the site asked for an "appeal" which involves giving ID information or credit card information (which was already given for the purchase) which automatically makes me feel I could be scammed despite the fact that I've seen someone on the forum who has purchased a Z4. However, I do not want to risk something as valuable as personal information in order to make a purchase. If anyone could help shed some light on what is occurring, it would be greatly appreciated. Thank you.

I bought the same unit from Pico Box yesterday and didn't have to give anything like that. There are several vendors that seem to be selling similar items. May be worth switching vendors?

I believe it was the official vendor, I am tempted to purchase somewhere else but I really would like that specific PSU due to the power rating. It's for a future build I had in mind which is somewhat of a power saver, but I would like to put in an RX 480. I contacted the vendor but he usually takes a day or two to respond, in the meantime I will consider looking for other vendors.

Today (5:28 AM CST July 7, 2016) The Pico-Box Factory on AliExpress.com says: "Cannot Deliver to United States". I hope it's only temporary.

I was able to order directly, however I don't know if it's being sent, also I don't know about delivery to the United States. Could be one of the reasons my order was canceled.
