Hello, I am rather new to sff computers. I have recently scored a dell optiplex 7010 sff and am wondering if there is any way to place the motherboard in a new case such as a mini/micro atx allowing me to upgrade the psu and gpu. Thanks for all the advice and info!

Many of the Dells are custom motherboards designed for their cases only. Not saying you couldn't do it, but you may need to build a custom case to do it as they do not necessarily follow standard form factors and standoff placement.

Judging from the pic below, I reckon, if your Optiplex 7010 is the same one, there is a very good chance the motherboard is of standard size and layout, thus allowing its transfer to a new non-dell case. It is a MATX (not ITX) form factor.

Of course, the best and the only way is to open up the dell chassis and then examine the size and standoff layout to ensure compatibility with another chassis.
