I recently ran a series of CPU cooler / Fan temperature tests using an Gigabyte Aorus X570 ITX motherboard with a Ryzen 7 Pro 4750G using the integrated graphics. The CPU wattage draw for all tests conducted was between 85 to 88 watts in HWInfo. I then moved all components – CPU, RAM, NVMe boot drive, and PSU to an Aorus B550 ITX motherboard. After enabling XMP (as it was on theX570) on the B550 motherboard, the wattage draw is now only 66 watts in HWInfo.

What am I missing, or not understanding? Why would the Wattage be so different between the two motherboards?

RAM frequencies, iGPU frequencies, CPU boost are the same ? CPU wattage is "cores wattage" or "package wattage" ? Cores wattage only reports cores power draw, while package wattage also includes CPU cache, iGPU and everything that is not "cpu cores".
