Cooling Most efficent sub 115mm air cooler?

I was looking at the Noctua NH-C14S in low profile mode but I was wondering if there was anything better?

Noctua NH-D9L (height =110mm) is an alternative. As a little tower, air flow is parallel to the motherboard, which can be advantageous if the ventilation of a case is managed well.
