Power Supply HDPLEX/dell power problem ? 1700x GTX1070

So I'm doing the pre test of my build
And as soon as I power it up it cuts out, lights go off on my power brick and on the HDPLEX. I have to turn it off at the wall to reset.
I don't even get fan spin, just a quick chirp from the HDPLEX then nothing.
Any ideas?

Ok I unplug the 8 pin to the GPU at HDPLEX end at it starts...
Obviously no output but the CPU fan starts and mobo lights up.
GPU fan also span for second or two

BUT
If I unplug the same cable at GPU end (and re plug it in to HDPLEX)
Then boot, I get a weird chirp noise and jolt in the cable and it fails to boot again, same as before.

Faulty PSU 8 pin cable from HDPLEX??
Or have I plugged it in wrong miraculously somehow.

turn the cable the other way round and....
It boots! Windows repair mode but it boots.

These cables only work one way round? I'm learning!

How is it look like now with power setup? Is it working fine for you using HDPlex and Dell brick? I have HDPlex 400W and Mean-Well 270W brick and it resets during high load (i.e. 3DMark - strange is that Unigine Heaven works fine). When I undervolt and cut power target on GPU (R9 Nano) it works fine so it is obviously brick cannot hold some peak. So I either would need stronger brick or go via other DC-ATX solution (and new brick). Thx.

@Petano IIRC the Nano is known to have super spiky power draw, enough to trip up a lot of AC-DC bricks / converters.
