I have tried on and off for over a week to find a low-profile, fanless video card that will work with Linux and Windows. The spec's for a low profile card are 64.41 mm (height) × 119.9 mm max (long). The mounting bracket has to fit in a 2U rack case.

This is NOT for gaming ! It for use with a mini-ITX build for general office use using one on the latest AMD Ryzen 3000 chips (likely 3600) and an X570 based board.

Even though not fanless, with 35W TDP it'll probably be able to work passively (it won't out of the box !) for basic stuff and AMD does well in both Linux and Windows. Only problem is finding one cheap, they go for around 150$. The fan seems to be a 4-pin, so no doubt it's just a PWM controlled fan that you can replace. Or remove if your case has other airflow.
