@nestopesto pointed out in Discord that the given dimensions of the GPUs don't match between this verbatim press release and COLORFUL's own product pages.

Does anyone have a clue on how to get one of these motherboards shipped to EU?

So Taobao will not sell it to me directly?
Taobao is used as a domestic online shopping platform in China where a lot of the companies using it are smaller vendors or individuals who may not ship internationally. It's not that you can't buy it from Taobao, it's just easier and less riskier to use a shipping agent like Superbuy or Bhiner which can facilitate sending items overseas to you and reduce any language barrier issues. I'd recommend looking at using a shipping agent due to the motherboard's value being about €149.80 as of today.

To give an overview of Superbuy, copy the URL into the search bar and then you buy it through them. The seller then ships it to one of Superbuy's warehouses. They send you pictures of the item when it arrives so you know the condition and you can choose what shipping service to send it through like EMS, DHL or others. Just make sure to take note of the item's weight, dimension and value before getting it sent over, for customs reasons. Plus they can help you with asking questions to the seller. I've bought a few items using Superbuy in the past including a ZS A4DC V1 case and had good experiences with their representatives.
