http://www.supermicro.com.tw/products/chassis/Mini-ITX/101/SCE300 look at this! So tiny! I've never seen anything this tiny which could take a dual slot LP card. Needs a little modding. If it fits 2.5" disks then hopefully 70mm or even 80mm fan(s) could be modded below the GPU after stripping the original fans. Probably would need holes on the bottom for better airflow since I believe the case arrangement turns the GPU heatsink downwards.

I suspect https://www.amazon.com/dp/B01L0D7JMC this I/O shield would work.

I would only use 35W CPU in a case like this and then the Silverstone NT07-115X is enough and fits easily. Or perhaps the ID-Cooling IS-25i.

This is great as it also fits full size ITX, no need to go Thin ITX so motherboard selection will be good. I believe there is a website that sells custom metal I/O shield cutouts for a bunch of ITX motherboards that fit in 1U chassis but I can't remember the site right now.

That's pre cut from the I/O shield I linked, check the manufacturer it's plinkusa :)
