Hi, im looking to watercool a 7800xt and a 9700x or a 9800x3d (if ill be able to get one) on a thick 280mm rad, mounted externally.

Do you think it will be enough to cool those components?

The 9800X3D (or 7800X3D) is fairly efficient because it has a good power/performance ratio and often isn't the limiting factor for games. A 280mm radiator with powerful enough fans should be plenty. When I mean powerful, I don't mean loud 3000rpm fans but not 10-15mm fans with too low of static pressure.

I've used a be quiet! Silent Loop 2 280 in my Meshlicious build, to cool an untamed i5-13500 (can have spikes up to 224W), and fans were never audible even under full load. So a 9800X3D with only 120W at max is gonna be easy game.

AFAIK the cooling ratio for a 280 rad is about 270 W, thanks to the larger surface area. Looking at the SV540, considering the fact that you go for a full loop, adding another 280 or 240 would probably fix the issue.

If your goal is a mostly silent system, a single 280 is probably not enough, even not with push-pull (eg. 25 mm fans on both sides + 20 mm rad). But if we assume that the GPU block is gonna be around 20 - 25ish mm, another thin rad + fans should theoretically fit right in front of it. Manual stays GPU not larger than 68 mm in thickness.

Edit: Alphacool reference block is 34 mm, while Bykski is 23ish mm. If you go with the latter, it could work, eg. thin rad + thin fans, maybe even regular fans. For reference, I'm talking about a 20 mm thin rad (eg. Alphacool NexXxoS ST20 HPE) + Silverstone Air Slimmer 140 (15.6 mm, 82 CFM). If positioned correctly, you might even be able to go with a slim + regular sized fan, as the GPU waterblock is only about 250 mm in length.

ps: yes, those musings come from my own plans, as I was considering a 280 + 240 custom loop with my 13700k + RX 6800 in the Meshlicious.

A decent internal rad will do fine, especially for quiet operation. Thick rads are generally only more performant with higher airflow thus more noise.

Something like a corsair XR5 or HWL GTS will equal or out perform most thick rads great with good pressure optimized fans between 500-1000 rpm, so pretty quiet.

Most people way overspec their loops, one guy on here even managed to run a full system with a 4090 on a single 140 slim rad with only a little undervolting. Just make sure to use a water temp sensor to base your fan speed on, its the only way to really get the most out of a loop,

There also is this downsized Meshlicious with a 140 + a 120 mm rad custom loop by Relaxing SFF (10600K + RTX 3080 Ti):
