The Video Card fits like a charm in my Skyreach 4 MINI case, but this EVGA GeForce RTX 3060 ti xc gaming was getting 1890-1910 MHz when full-loaded (out of the box).

The Temperatures were Highers than 90-93 Celsus with insanely loud fan noise (at 100%). So, I had to Underclock to 1665 MHz @ 868 MV. Now I am getting 82-85 C under stress. The fans now are working at speeds between 90-92 %. Still loud but better 100% all the time.

there's something wrong here, as your CPU temps are very high.
I agree with you. I don't know if it's because I use it lying down. or if this cpu has any manufacturing problem. it's getting hotter than my old i5 8600k (TDP 95w).

i'm 99% sure you have problems with temperature because your case is flat down and in a confined space. It would be optimal if it is placed verticaly and in open space.

At least put some spacers under it, so the GPU can take some fresh air in...

I think that issue is already solved. Only the hot CPU is left.

I have a similar environment with limited space where the hot air likes to stay close around the case. The GPU temps are not problem at all. But my CPU got up to 75C degree and caused an annoying CPU fan. I tweaked my Ryzen 2600 a bit (UV and PPT 80 Watt instead of 88 Watt) and got down to 65-70C degree under load and way slower fan speed. Because of the lower PPT I lost 100MHz all core turbo.

are you still using the case horizontally? because of the layout of this case one primary component (either your CPU or GPU) is gonna have thermal issues if you use it horizontally, because they intake/expel air in opposite directions.

Getting risers/the NFC feet for your case will help to an extent, but this case was designed to be used vertically, espescially with a build that pushes the power/performance/thermal capabilities of the case to the max as your parts list does.

This. That little cubby is going to have no airflow at all unless you've added an intake fan somewhere to force air into (and thus also out of) it. You're going to struggle with thermals in there no matter what. TV consoles are just overall terrible for PC cooling.
