GPU Quietest 2 slot gpu

Any suggestions on what is the quietest/most powerful gpu i can get to fit in 2 slots?

I have an EVGA 1080ti SC2 and the fans go down to zero when not in use, but the fans make a terrible hissing noise ever since i've had it and it drives me crazy. I want the most powerful 2 slot gpu possible that still manages to be whisper quiet. Would that be the 2070 super? Or maybe the 5700xt since its 7nm?

I'd suggest any 3 fans 2060 or 2070, like Gigabyte's one. And undervolt a bit.

Can you go slightly over 2 slots (like 2.2) or is it strictly 2 slot? Maybe a gigabyte gaming OC (2.2 slot @~50mm) 5700xt. (And pretty affordable too @~$20 over AMD's reference card)

Windforce cards have a 0rmp mode I believe.

If you need specifically 2 slot, The 2070 super has a 2 slot model: GV-N207SWF3OC-8GC (make sure you get the right one because they have a bunch on 2070 super models that look alike, and the one you need is 40mm thick not the 50mm thick version).

I have had pretty good luck with windforce cards in the past being pretty quiet.

Quiet? Well, this is quiet. Not exactly two slots, though. tl;dw: four 480mm long radiators are used for passive cooling. It works.

I'm strictly 2 slot 45mm since I'm using the ghost s1. I'll take a look at some gigabyte models

Make sure to pick a model with more than two heatpipes. Some of the GB dual and triple fan 2060 and 2070 only have two direct contact heatpipes, which would be acceptable in 1650 or 1660 cards.
