M4-ATX PC Build

I have an M4-ATX 12V PSU Rated at 250W,I would Like to Build a System for General Use Such as Internet Browsing and Basic Multimedia.I was wondering If anyone Could Recommend a Suitable CPU for this Application,I would also Like a Recommendation on Low Power Video Card or would Integrated Graphics be more Ideal?.

Any of the recent AMD APUs all 65W; 2200g, 2400g, 3200g, 3400g (the iGPU is the equal of a GT1030) or Intel CPUs with UHD6xx iGPUs(even my j5005 UHD5xx will play 4kx60 HEVC over HDMI) would do for your stated purpose. That's basically what I'm doing with my sig rig. If you're gonna be ripping and transcoding CDs or DVDs an 8thh/9th gen 6-core Intel with above iGPU probably has the edge.
