How to force m.2 slot to use PCI-E instead of sata.

So I am trying to connect a GPU using m.2 slot. The m.2 slot takes both sata & nvme protocols and it cannot detect my GPU.

The platform is Deskmini 310 with I5 8500.

I managed to successfully connect using the m.2 for wifi card but the bandwith is 1x.
I also managed to successfully connect using Deskmini 110(its m.2 slot only takes NVME protocol).

If it's not detecting your GPU then there's some other problem. You don't force the slot to one thing or another, how the M.2 card (or M.2 to PCIe Riser in your case) is configured determines what signaling it uses. The cards are keyed differently (SATA vs. PCIe 4x) and so there's no "configuration" needed.

Can you post some pictures of how it is installed in your system ? Some model number would help too (motherboard, GPU and m.2 adapter used). Does your adapter have a connector to power it ? Did you connect it ?
