The options for fanless SFF (sort of) have been very limited but seems to be improving.

Supermicro launched one:

Calysos have one on the way:

They look very similar.. feels like they're both from Calysos.

Are there any more powerful but small fanless options on the market?

Calysos made a more powerful passive PC with the Titan X maxwell, albeit in a taller tower case: http://www.calyos-tm.com/calyos-fanless-pc-workstation

Using a GTX 1080 GPU and cooling it with a large heatsink that would fit a cubic form factor would be possible for the size cases shown.

They did more than that:
Dual xeon and 3x1080..

but i wouldn't consider them near SFF.

But it seems that Calysos is working with Supermicro and LinusTechTips is going to have a video on it.

I think the HDPlex H5 is actually smaller in volume than the Supermicro/Calyos cube prototypes, larger footprint, but quite a bit shorter at 4 inches.

The other option would be the Streacom DB4, but it's not made for passive GPU cooling and would require something like the HDPlex GPU cooler with extra heatpipes, like so:
