Yea, but still pretty strange the whole thing around your Renoir. I have a thought:
Maybe the SOC VID was too high for renoir and it's intergrated memory controller. To exclude a defective CPU I would suggest you to try it out in a different mainboard - if you have the ability of course...
It's hard for me to advice to something I did not test, but from what I read others are reporting - 4650G or Renoir for A300 is not trivial. There is no official support for renoir on the A300. And since X300 is almost the same hardware (from what we know) - I see hard times to get it...
Hello, I have experienced similar behavior on tight timings. It was reporting in cpu-z 1500MHz which is ×2 = 3000MHz, had in the BIOS 3200MHz instead thou.

@alles_alles ok, I managed to read out my flash, and compare my ROM against ASROCK 3.60R ROM - ID and GUID are the same.
Reading using AFUWINGUI v5.13.00.05 - I suggest you start there. Compare both files (if you can)
It's "Failed!" when I try to flash the ROM I've read from the flash.
Maybe there is read-protected area on the flash, so you couldn't capture any keys? I dunno tho
Maybe some header in the .bin missing, maybe some kind of checksum / fingerprint missing. we don't know how the tool reads the flash. I guess you have to search the internet.
@limsandy interesting findings @1.2V SOC. You had 17GB/s memory Bandwidth at 3200mhz if I can recall correctly.
This is an anomaly I've also came across. Please check your memory frequency in cpu-z using 3600mhz.

Yea, memtest is only half the truth. As I mentioned earlier, even with stable memtest86+ (or whatever memtest you wish, but low-lewel) it stresses the DRAM channels not that much.
I recommend UNIGINE Valley benchmark at low resolution, so the APU tries...

Hahaha you're right. I was missing somewhere the use case and leaned to much out of the window :D I guess some time in the listing I applied my use case. 300W should be enough. But forget the dedicated GPU upgrade (PSU will be limiting)
