Why aren't CPU coolers wider

So height is the limit for small factor cases useally for example s4 mini only allows to my knowledge 2 maybe 3 coolers to fit casue the low clearance but why don't noctua fractual etc make the heatsinks wider like above the vrm, same for the fan. is it because it would be difficult to remove? Or is there something else I'm not considering.

Motherboard components can be up to 38mm tall everywhere to the right of the PCIe socket:



Effectively, this limits CPU coolers shorter than about 55mm to the footprint of the CPU socket (95x95mm for 115x).

Once the footprint of a heatsink spreads over and beyond the CPU socket area, it will have to avoid hitting other motherboard components whose height varies a lot among manufacturers. In order to accommodate more motherboards (ie allowing the cooler to be more universal), the heatsink will have to 'sacrifice' the height in order to gain some width and length. So, you see coolers like Noctua NH-C14S and Cryorig C1.
