Where can I find STX specification?

Uh, that's for SFX, as in the PSU form factor. I don't think there is anything related to mini STX in those design guides.

YMMV but Intel may have put out some documentation under the old "5x5" branding.

I haven't found any official documentation anywhere aside from a couple cases listing some things (not enough to reverse engineer really).
You might try asking Intel or one of their board partners.
