So when Socket 2011-3 is replaced, probably in 2018, this might make the Cerberus-X more appealing: https://www.servethehome.com/big-sockets-look-intel-lga-3647/

I introduce to you: Socket 3647. In the picture, the hand is holding a socket 2011-3 CPU, alligned at the bottom-left corner.

This might make it even more difficult for modern enthusiast-class boards to be developed in µATX format.

Socket 3647 is intended for Knights Landing, due to it's obscene IO capabilities (and massive die). I don't think there's any intention to use it for the normal Xeon line, just Xeon Phi.
I'm not even sure it'd be a good idea to use Knights Landing itself for a desktop machine: while it has plenty of cores, those cores themselves are pretty slow (Airmont Atom cores, at half the clockspeed of even the slowest mobile Celeron).

You bring up a good point, I thought this was meant to replace socket 2011-3, according to the source. But as I dive deeper, it seems Intel is going to be using one socket for enterprise 2-CPU up to 8-CPU and there will be a different socket for the now X-denomination instead of the E-denomination.
