My guess would be the motor. Even if it's not an AC motor, high power motor drivers are not easy to make tolerant of multiple input voltages and frequencies.

Can you not get a downconverter to power North American equipment like this?

Of course (assuming it doesn't do anything special with the 60Hz supply requirement like use a Synchronous motor), but at a few kW to handle the motor it might end up being as expensive than the tool itself.

::EIDT:: Wait, scratch that. If it can handle 50Hz, then a site transformer would be relatively cheap and able to handle the load. A high-power frequency-converter would cost and arm and a leg.
