If you look at the 12 month setting, you can see it has fluctuated way over 10%, while the difference you note is about 6%. So it might be the shipping company or storefront that are calculating the volatility.
Also, if a country has a lot of problems with international shipping and package delivery (Italy is known to be very unreliable for instance), they could also subsidize costs for lost or damaged orders this way.
Either way, you're buying through the owner's website (I assume) so the chance for a sale is not high considering it's basically manufactured depending by request.
