so Ive heard of people using 2 weaker power supply's for there PC 1 for there graphics card and the other for the rest of the components in the system. Does doing this require knowledge in cutting wires or modding of psu's. I would also like to know if this would be an expensive setup.

You can do it w/out actually modding the PSU.
I often refer people to this as one of the easiest solutions available.

The slave PSU only needs to be on before the video card powers up, so technically it could be a split second after the master (and the rest of the system) powers up.

For open bench setups, its not uncommon to just have the slave on 24/7 by using a jumper. But that's probably not what you're looking for.

So do you have to sinc them up or does it not matter what order they start in?

With that add2psu device you plug a molex from your 1st PSU into it and the 24 pin from your 2nd PSU and it has a relay in it which will control power up and down of the 2nd PSU based on when it sees power over the molex from the 1st, hence my recommendation. Its about as easy and fool proof as it can get to run a dual PSU system.
