I am planning to build a deskmini x300m 4700g. Doing a bit of research to see if it can fit in a 120mm fan with the NH-L9 heatsink. May mount the fan on the case panel instead of the heatsink. This way, there is no need for ducting and the fan will be close enough with the heatsink for the the air flow to be laminar enough.

Not yet but possibly with the US revoking the special status and all. The national security law, which was opposed by many and withdrawn in the legislative council back in 2003, is forcefully passed in China using a loophole as an attachment to the basic law but we haven't enacted it yet. Should be done in two months, though. Then, things will definitely change.
