on laptops I do see that they do place the ram horizontally, is there any mini-atx am4 ( I do plan to put in a ryzen 5950) that has some horizontally placed slots for ram?
There are certainly some thin mITX with SODIMM slots. There's a thread down the page here, but I can't find anything in m-ATX. Could you get by with just one PCIe slot? Otherwise there are some thin mITX boards with 2 M.2 slots, you could get an adapter from M.2 to PCIe x4 which would also give you some more flexibility in where you place your second card.
