Cooling 34mm OR 18mm cooler: help needed!

Hello!

I will be using an i5-2500 (non K) or an i5-3470 (same 65W TDP)

The options (on the case) are to have an 34mm tall cooler and 2.5" drives or a 18mm cooler and 3.5" drive.

I need the cooler to be on Taobao/Tmall and to be (reasonably) quiet.
So, does anyone have any good (and preferably cheap [under 30$ USD] suggestions?)
