From what I've seen, the manufacturer documentation usually doesn't specify a maximum power draw. I can say I'm powering 4 Samsung SSD SATA drives off a similar connector on a Supermicro server motherboard. I would be careful about powering spinning drives, but if only 2 or so seems like it...

On the right side, there is a header labeled SATA_PWR1. You would need to find the specs for the connector and pinout, or maybe ASRock makes an adapter cable.

Actually, I was looking at my pictures, and the 6 pin port is labeled PCIE_6P, so may use the PCIE pinout.

@Goatee no I never tried powering via the 6 pin connector. Couple thoughts: The position of the "rounded" pins vs square pins may give some clues. I would guess it can handle a standard motherboard EPS pinout like my Supermicro Epyc 3251 server board. If you have an electrical continuity...

Sounds to me like you have incomplete contact between the head spreader and water block. There are many schools of thought on applying TIM, but what I normally do is use a spreader to create a thin layer across the whole CPU.
