I've done it and you have to do the upgrade at least once to get the 10 key but after that a clean install is possible. It links the hardware fingerprint to the key, when you do the clean install it'll automatically activate if the hardware hasn't changed.Haven't tested swapping motherboards or anything though but I imagine it'll be the same automated phone system as before.
