What do I have from 2 old ATX tower system now:
i7 2600K
4GB *2 DDR3
256GB SATA 3 SSD
ZOTAC GTX 1070 mini
NH-9LX65 cooler
NCASE M1 v6

What do I need is an overclockable lga 1155 mini ITX motherboard and a SFX-L PSU.
Z77 chipset costs over $200 used
H61 chipset (cannot overclock) costs $50

If I go for newer platform, I will need MB, CPU, DDR4, maybe M.2.

I am late for this SFF game. It's my first SFF build, and I will only use this computer for office work and light 1080P 60hz gaming (World of Tanks, Diablo 4 in future). Newer AM4 platform will cost $300 (B450 + R5 1600af + 2*8GB DDR4) and will be outdated next year when DDR5 and AM5 hit the market.

Z77 launched in Q2 of 2012. Spending money on Z68/Z77 is not worth it. I would spend the little more and move to the AM4 platform. B450+1600AF can still be updated to Ryzen 2000, 3000, and 4000.

How about $50 H61 board that cannot overclock?

Idk where you are located, but in the US $200 could get you a ryzen 1600AF (basically a ryzen 2600) for about $85 and an asrock b450 Mobo(usually goes on sale for about 90-110 pretty regularly) or you could buy them used to save a little money. You would have to upgrade ram(could find a decent 8x2 3200mhz kit on r/buildapcsales for ~60, but you could also find some on r/hardwareswap for a little less) but it would be much more versatile. And a more future proof solution. Total cost would be ~250-260 before tax(unless you go the used route)

Due to the fact that you have a small GPU, another option would be to find a small matx board and use something like the jonsbo c2.
Max motherboard dimensions: "Micro-ATX (245x215mm)"

I only mention this, because maybe you can find a matx Mobo that fits for cheaper. :)

You can use sfx or ATX. The case isn't the best but it's small, and you can do some mods for better cooling(some ideas in this thread):

I have mATX lga 1155 board from my hackintosh build in 2012. However, I placed ncase m1 order last week. I may just go cheaper route spend $50 to get a H61 chipset mini ITX board for 1 or 2 years then upgrade the whole platform. It really kills me that I can’t over lock my i5 2500K and i7 2600K.
