BTW about your demand you can also have a check for this one with highest to i9 8950h("ES" as some chinese tubers tested) and 1650:

the highest is i7-9750H, with GTX 1650.

Ah specs of 8950 and 9750 seems same and i9 has a bit, just a bit higher freq so for me it’s higher than 9750. But not a big difference anyway. Actually and more importantly in China where it’s from there is already an i9 9980HK QS version on taobao.com aka Chinese local Aliexpress. But not on Aliexpress for now.

Not considering price, there are also Lenovo P340 tiny with P1000 and HP EliteDesk 800G6 DM with 1660

Remarks:
  1. The 9900T seems to be using less power than the 9700F (35W versus 65W)
  2. The 9900T has 8 cores with 16 threads; the 9700F has 8/8
  3. Clock speed for 9900T is 2.1-4.4 GHz and 9700F 3.0-4.7
  4. 9900T costs $439 where the 9700F costs $270
  5. Has Minisforums confirmed that the 9900T is supported

The 8/16 3.5ghz no turbo boost cc150 cpu can be even more suitable to this device which is my plan for now.

Finally got the retail 9900T chip in and the results are very promising for this build:
