A small case that can hold an ATX power supply. Should host a Z490 motherboard, m-ITZ, with an Intel I7 10700K. No video card. Room for 2 2,5" SSD's
Important: perfect cooling, but silent
Case without windows. Clean modern design.

Pointers to possible candidates are very welcome.

This is ugly as hell but one of the best in terms of price and compatibility.
this is also a bit bigger and will take an ATX PSU

The specs of that power supply seem in order, so that should not be a stopper. From a cooling perspective I do not want the CPU to throttle due to heat issues. I just do not need extra hard disks, graphics card(s) etc, since the motherboard provides it all. And extra USB plugs etc can be realised with a docking station.

a case of approximately 7 litres, will have space for extra parts, which you're not using.

If you drop the requirement for the ATX power supply (not sure why you have this one, perhaps you can explain?) then I would look at cases like the Lone L5:

another option, though might be light on power, but a case that i have had a few of and always recommend for no gpu builds is the Inwin Chopin, it does only have a 150w pico PSU though, that said I never found the fan in it to be noisy at all. and it can take dual 2.5" drives and has plenty of ventilation for cpu cooling, albeit required LP coolers, or stock cooler.
