Buy a couple of Chinese Arduino mini or Micro clones. They're just about as good as the genuine Arduinos and much cheaper. Easy to prototype with, especially since they have hardware serial communication support built in. That alone saves a lot of headaches of trying to write your own serial-over-USB firmware.Arduino Micros have 32Kb of programmable flash memory which is more than enough to program in the functions you want for the LEDs.
