GPU Does extending PCI affect GPU performance?

So GPU needs to communicate with the rest of the system, I'm just curious if all the riser cards or extender-ribon cables out there affect GPU performance in any way. Like any latency or anything? If not how long would an extender have to be before it did cause problems? I just was wondering because a lot of systems featured in this forum often don't have the GPU plugged directly into the slot on the motherboard.

A riser will operate in broadly 4 states:

1) Fully functioning, no performance impact whatsoever.

2) Fully functioning in a lower link speed (e.g. bumped down to PCIe 2.0 speeds or even PCIe 1.0 speeds). This may have a minimal impact to performance

3) Intermittently functional. This is usually the case for an unshielded riser. The riser will work at full speed, but will sometimes cause the system to hang or crash. Can sometimes be 'fixed' by manually falling back to a lower performance mode, in which case you are back at option 2.

4) Completely non-functional.

Are there any trusted brands that people prefer to get them from for the best quality?
