small update, I ran the PSU through tester and voltages seem right, unfortunately PG value is 0 so I dont think it is wise to use it... can you recommend a good PICO PSU to pair with Mean Well LOP-400-12 ?or do you think its safe to use it ?Plan B would be getting HDplex - https://hdplex.com/hdplex-500w-hi-fi-dc-atx-power-supply-12v-48v-wide-range-voltage-input.html and turning mean-well into a brick
