For the 3000 series APUs there are quite a few options (Jubo, Onda, AsRock) but yeah, you might have to pay customs when buying them through TaoBao / Aliexpress.I wasn't very happy with the AsRock I had before since it only supported single channel RAM and the USB ports stopped working after 6 months.
