The PC is powering up (fans spinning up, motherboard lighting up), correct? Do you have a PC speaker (don't think there's a POST code/debug display on boards this size, though that would be useful) connected to the motherboard, and if so is it beeping on power-on?

I would double check the power cables to the motherboard (CPU power/EPS, ATX 24pin), possibly disconnecting them and reconnecting them, making sure they are firmly connected with no gap.

Assuming power is okay, the other things that can prevent computer from even booting to BIOS are improperly seated/secured CPU (or a dead one, though this is less likely than other potential issues). Ideally you don't want to remove the CPU until you eliminate other possibilities, but you can check the socket for bent or broken pins if you do.
